Notice is hereby given that a Special Election for State and County will be held at the voting precincts fixed by law in the County aforesaid on Friday, April 13, 1951. Pursuit to Joint Resolution of the General Assembly of South Carolina, approved by the Governor March 7, 1951.
The qualifications for suffrage are as follows:
Managers of election shall require of every elector offering to vote at any election, before allowing him to vote, the production of his registration certificate.
Before the hours fixed for opening the polls Managers and Clerks must take and subscribe to the constitutional oath. The chairman of the Board of Managers can administer the oath to the other Managers and to the Cclerk; a Notary Public must administer the oath to the Chairman. The Managers elect their Chairman and Clerk.
The polls shall be opened at such voting places as shall be designated at 8 o’clock in the forenoon, and close at 6 o’clock in the afternoon of the day of the election, and shall be held open during these hours without intermission or adjournment; and the Manager shall administer to each person offering to vote that he is qualified to vote at this election, according to the Constitution of this State and that he has not voted during this election.
The Mangers have the power to fill a vacancy, and if none of the Managers attend, the citizens can appoint from among the qualified voters, the Managers, who, after being duly sworn, can conduct the election.
At the close of the election day The Managers and Clerks must proceed publicly to open the ballot box and count the ballots therein, and continue without adjournment until the same is completed and make a statement of the results for each office, and signed the same. Within three days there after the Chairman of the Board, or someone designated by the Board, must deliver to the Commissioners of Election the poll list, the box containing the ballots and written statements of the results of the election.
At the said election qualified electors will vote upon the following question:
Do you favor the public exhibition of motion pictures and athletic sports in Kershaw County on Sundays?
YES
NO
Those voting in favor of the public exhibition of motion pictures and athletic sports in Kershaw County on Sundays will strike the word ‘No’ and leave the word ‘Yes’; those voting against it will strike the word ‘Yes’ and leave the word ‘No’.
