Edward W. Shingler, former superintendent of the Blaney school who is under indictment for breach of trust and burning a building in connection with the schools destruction by fire, he was sentenced in a Columbia Recorder’s Court today for loafing and loitering and resisting arrest.
Continuing in a drive against loitering in the state house area- aimed at prevention of sex crimes – Detectives also arrested a man booked as Tuby G. Dougherty.
Dougherty was charged with loafing and loitering, soliciting for immoral purposes, and contributing to the delinquency of a minor.
Det. Harry Snipes and Det. J. L. Keefe said they observed Shingler over a period of three and one-half hours Saturday night, and during that time they saw him approach several teen-age boys in the vicinity of the American Legion Home.
They question one of the youth, and were told that Shingler had asked the youth to accompany him to a dark area behind the Legion Home, according to the testimony offered before recorder John I. Rice today.
Finally, the detectives followed Shingler to the corner of Sumter and Senate Streets, and at the corner of the State House Grounds Det. Keefe approached Shingler and asked him to identify himself.
Shingler refused, and Keefe attempted to place him under arrest. Shingler thereupon lunged at the detective. Det. Snipes ran to Keefe’s aid, but so violent was Shingler’s assault that the two detectives were unable to subdue him until an unidentified Ft. Jackson soldier ran up to help them, the detective testified.
Recorder Rice sentenced Shingler to a total of $200 or 60 days.
Detectives Snipes and Keefe said they arrested Dougherty as he parked in a car on the 900 block of Blossom street, with a teenage youth he had picked up in the 1400 block of Senate Street.
The detective said they saw the man call a 17-year-old boy over to his car. They followed the car and arrested both occupants. The juvenile’s case will be disposed of by juvenile authorities.
The detectives quoted the youth as saying that Dougherty offered him money to engage in immoral acts.
Dougherty failed to appear in court today to answer the charges against him, and after being informed by detectives of circumstances in the case, Judge Rice ordered $300 in bonds forfeited.
