The engagement of Elizabeth Ann Hart and Samuel L. Elkins, both of Columbia, is announced by her parents, C. Frank Hart Jr. of Columbia and Mrs. Ray C. Owen Jr. of Bristol, Tenn. The bridegroom-elect is the son of Mrs. Mary H. Elkins of Columbia and L. L. Elkins of Blaney.

The wedding is planned for Dec. 27 at Central Presbyterian Church, Bristol, Va.
