Paul Grooms, former Elgin mayor, dies

Paul L. Grooms, who served as mayor of Elgin for 13 years, died Tuesday. He was 80. Funeral services will be held Friday at 3 p.m. at Hillcrest Baptist Church with burial to follow in the church’s cemetery.
